Summary Information

The Client Referral, Ridership, and Financial Tracking (CRRAFT) system is a web-based system, which is developed across multiple agencies as a means to facilitate coordination among funding agencies and their subgrantees. Agencies involved include: the New Mexico State Highway and Transportation Department’s Public Transportation Programs Bureau (PTPB), the New Mexico Human Services Department, the New Mexico Department of Labor, and rural transit service providers. The Alliance for Transportation Research Institute (ATRI) at the University of New Mexico developed the system. The implementation cost of CRRAFT was about $1 million (see note below), which also included the development costs (approximately $550,000) associated with an electronic card fare system, ICTransit Card, as well as its software interface with the CRRAFT.

Annual operating costs for CRRAFT are estimates by ATRI at about $95,000. A breakout of the operating costs is provided in the table below.

Annual operating costs for the ICTransit Card system, an affiliated system that shares some functions with CRRAFT, are estimated by ATRI at about $97,000, of which approximately $40,000 are shared with the annual operations for CRRAFT (denoted with *).
