This project investigated rural ITS for the Arizona Department of Transportation (ADOT) and reviewed current practices and concepts used by transportation agencies across the country. The primary focus was on ITS maintenance, weather information systems (RWIS), highway advisory radio (HAR), motorist assistance patrols (MAPs), and information sharing/training applications. Initial tasks included interviews with ADOT engineers, maintenance staff, and managers regarding rural ITS infrastructure elements implemented or decommissioned statewide through June 2007.

Estimates of initial capital costs, annual operations and maintenance costs, and resulting five-year funding estimates were provided for the following ITS deployment concepts.
